Is this movie a sequel to Fullmetal Alchemist or Fullmetal Alchemist Brotherhood? I don’t know >.>

The Conqueror of Shambala takes place right after the events of the first series – Full Metal Alchemist.
It’s pretty much a feature length episode which bridges the two series together.
