What is the safest area to live in in Mobile when a hurricane hits?

Only a very thick cement dome shape above ground will stand up to a hurricane safely, but the windows will still get broke out.

If you plan to stay in it then I would invest in hurricane straps, have the home strapped down, Invest in bricks, put it on a foundation,
turn it into a thick brick home with straps, Cover the windows when you know its coming.

and invest into a basement, sump pump,and generator. with long term food supply.
