How did the Roger Corman classic “A Bucket of Blood” wind up in Public Domain?

Its one of the most popular horror classics there is. How did it wind up in the same place as those other unwatchable movies? Was it donated or did somebody just let the copyright slip?

In 1992, Congress changed the copyright law to make renewal automatic for copyrights registered in 1964 and later.It appears that the Bucket of Blood(1959) copyright has lapsed because of non-renewal, but the listing gives no reason for entering public domain.
