Where is the economic sense in making a sequel to a straight-to-DVD movie?

Who sat in their office and thought, “Maybe we would make a lot of money by making a sequel to our last low-budget, straight to dvd movie!”

The movie will make money no matter what, because of the foreign markets, and also because a movie released directly to DVD can be promoted for half of what it costs to release and advertise it in theaters, especially if you do that and it FLOPS.
