Nope, you have to buy and download them all over again. I heard in Europe they were doing a thing where you could send in your umds and get free downloads, but they canceled that idea in the US. Seeing as a regular PSP can download all the same things that a Go can as long as your memory card is big enough, the Go only has disadvantages, no real advantages unless you need it to be smaller. You don’t even own games, you own the right to play them on the Go. So no bargain bin games, no used games, no borrowing/renting games, no selling your games. At least with UMD-abled ones you get the best of both.
